Whats causing My 97 tj to sputter a little when I start out and its cold. ?

If I pump the gas 4-5 times while pushing the clutch in it will usually clear out and be fine. It never does it while its hot, but if I leave it sit long enough to cool down it will do it everytime. uming I should start with changing the fuel filter(s) where is the next logical step?
