Can I use highland's teething tablets with baby orajel?

I am very wary of over-using any medicine. My daughter is eight months old and seems to have a top tooth coming in. I used baby orajel for her two bottom ones when they came in, and they helped to some degree, but she woke up every hour or so until they came in. My friend suggested Highland's, which I used in half dose at first (I'm neurotic, lol) and works a little better than the baby orajel, but she's still waking up howling...I don't want to over medicate her or have any drug interaction problems, and can't find any info on the web!! Help!! :-)
