Litvinenko is a biased source to say it mildly after what the FSB did to him personally but the answer is probably yes. Much like the CIA, the Russian intelligence agency is anything but innocent. It's a hard world and their actions can be qualified as terrorism however that guy probably has motives to exaggerate.
